Mark Sievers
Chair
Mark Sievers serves as Chair of the NorthBay Health Corporation Board of Directors, bringing decades of leadership experience in finance, business management and community service. His involvement with NorthBay began in 1989; today, as Chair of the NorthBay Health Corporation Board of Directors, Mark chairs the audit, investment, CEO search, and compensation committees. He is also the chair and the founder of the Wine and Food Jubilee, one of NorthBay Health Foundation’s signature fundraising events.
Mark is the president of a financial advisory and consulting firm and co-founder of a family-owned olive oil business, internationally recognized for its super-premium, extra-virgin olive oil.
A graduate of the U.S. Air Force Academy, Mark served as a pilot and instructor during the Vietnam War, earning twelve medals and decorations for his combat service. Following his military career, he earned an MBA in finance and applied mathematics from the University of California, Berkeley.
Stephen Power
Vice Chair
Stephen J. Power serves as Vice Chair of the NorthBay Health Corporation Board of Directors, bringing nearly five decades of experience in commercial real estate development, ownership and management.
Based in Solano County, he has specialized in multi-tenant office properties, overseeing all aspects of brokerage, leasing and investment. A former U.S. Air Force Reserve Staff Sergeant with the 65th Aeromedical Evacuation Squadron at Travis Air Force Base, he served during Operation Homecoming. An active community leader, he has held numerous civic roles, including on the Citizens' Advisory Committee of the California State Department of Corrections & Rehabilitation (CDCR) and as President of the Solano County Taxpayers Association.
As part of his support for his local community, Stephen also served on the boards of directors of the Vacaville Chamber of Commerce and the Vacaville Museum.
A longtime supporter of NorthBay Health, Stephen has served on multiple NorthBay Health boards since 1987, reflecting his enduring dedication to advancing local healthcare and community well-being.
A licensed broker, Stephen earned his bachelor’s degree in economics from the University of California, Davis, and an MBA from the University of California, Berkeley.
Christopher Sweeney
Secretary-Treasurer
Christopher W. Sweeney serves as Secretary-Treasurer of the NorthBay Health Corporation Board of Directors, bringing more than 35 years of legal and business expertise to the Board. He is the owner and principal of the Law Offices of Christopher W. Sweeney, where his practice focuses on real estate, commercial law, and estate planning throughout Northern California. Previously, he practiced with an established law firm in Napa, California, specializing in real estate finance and commercial law.
Deeply engaged in community service, Christopher has also served on the Boards of Directors of the NorthBay Healthcare Foundation and Court Appointed Special Advocates (CASA) of Solano County, demonstrating his strong commitment to advancing nonprofit missions that strengthen local and regional communities.
Christopher earned his Juris Doctor from Golden Gate University School of Law in 1989 and his Bachelor of Arts in English Literature, with a Minor in Business Administration, from Saint Mary’s College of California in 1986.
Mark Behl
As President and Chief Executive Officer, Mark Behl leads NorthBay Health in its mission to deliver conveniently accessible, high-quality care to the North Bay community. Mark also serves as a member of the Boards of Directors.
Gary Falati
Gary Falati serves as a member of the NorthBay Health Corporation Board of Directors, bringing expertise from decades of leadership in business, education and public service.
A longtime Fairfield community leader, he served as Mayor of Fairfield from 1977 to 1993 and as a City Councilmember prior. Gary has also held numerous regional leadership roles, including President of the Association of Bay Area Governments, Commissioner of Solano County LAFCO, and Chairman of the Travis Regional Armed Forces Committee. A State Farm Insurance Agent since 1983, he combines business acumen with a deep commitment to civic engagement.
A past President of the Fairfield-Suisun Chamber of Commerce and the North Bay Regional Center, Gary continues to dedicate his work to strengthening Solano County communities.
He earned his bachelor’s degree in business and agricultural education from California State University, Chico, and holds an administrative credential from California State University, Sacramento.
Archie Humphrey
Archie L. Humphrey serves as a member of the NorthBay Health Corporation Board of Directors, bringing over four decades of leadership experience in business operations, corporate governance, and community service. He spent 25 years with Recology Inc., rising to Executive Vice President and Chief Operating Officer, and later served as an Environmental Industry Consultant and Principal with Intelliwaste Inc. and Community Waste Resources LLC. Earlier in his career, he held management roles with Basic Vegetable Products in Vacaville.
As an active community leader, he has served on numerous boards, including the Solano Economic Development Corporation, the Solano Affordable Housing Foundation, and the Vacaville Museum Foundation. A NorthBay board member since 1990, Archie remains dedicated to advancing healthcare and enhancing quality of life across Solano County.
Archie earned his bachelor’s degree from California State University, Sacramento, and completed the Executive Management Program at the University of California, Davis.
Sean Quinn
Sean Quinn serves as a member of the NorthBay Health Corporation Board of Directors, bringing decades of experience in economic development, community planning, and public administration.
A longtime civic leader, he retired as city manager of Fairfield in 2014 after a 30-year career with the city, during which he served as director of community development, overseeing planning, redevelopment and affordable housing.
Sean now consults on economic development, housing and small-business programs, providing services to the Solano Economic Development Corporation and managing loan and grant programs that strengthen local communities. Deeply involved in regional service, Sean chairs the board of First Northern Bank and serves on several nonprofit and civic boards, reflecting his enduring commitment to the vitality of Solano County communities.
He holds a bachelor’s degree in business economics from the University of California, Santa Barbara, and has completed graduate studies in finance at California State University, Chico.
Murray Woolf MD
Murray Woolf, MD, serves on the NorthBay Health Corporation Board of Directors, bringing nearly four decades of medical and leadership experience to his role.
A board-certified otolaryngologist and head and neck surgeon, Dr. Woolf practiced in Fairfield and Vacaville for 37 years before retiring in 2024. He completed his residency in otolaryngology and head and neck surgery at the University of California, San Francisco, following earlier training in general surgery at UC Irvine and an internship at Los Angeles County–USC Medical Center.
A past president of the Solano County Medical Society, he has held multiple leadership positions at NorthBay Medical Center and VacaValley Hospital. Dr. Woolf has served on NorthBay’s boards since 2003, continuing his longstanding commitment to advancing quality healthcare in Solano County.
Dr. Woolf earned his medical degree from the University of California, San Diego, and his bachelor’s degree from UC Berkeley.
